This has to be one of the worst customer service I have received. Neither helpful, willing, or accommodating. Couldn't even provide general information. Disappointing.

In the past, I did not have a great experience with Sparks- my recruiter at the time was an absent person who did not care about the abuses temps suffer on site. I took a step back and decided to try again after years and was recently contacted by Justice S. They wanted to connect and asked when I was available. A time was set, I joined the virtual chat(they were late to the call) and found the call to be recorded. I was not told it would be but left after I declined consent. I sent Justice an email to let them know what happened and why and they didn't seem to care or be willing to accommodate a call without recording...that was almost 2 weeks ago. No reply or word since then. This to a lot of us is a representation of not just Justice S. or Sparks' professional culture (Justice is certainly not the only recruiter there with poor communication with temps)but sales-oriented recruiting. They give the impression they are only interested in placement so they can get commission and not invested in the best interest of the client and the contractor. As a job seeker, it makes them seem sketchy and prone to mistreatment/turnover. I can only imagine, as an potential client looking for placement, the worry of finding a suitable temp and be considering Sparks even short term...EDIT: Sparks sent this automated response below to give the impression that they care and would take action but they haven't even contacted me after I've done what was requested below. Bad business.

Terrible agency! I had an interview for a help desk job through the Sparks Group Agency.About a week later I was told that I was hired for the position. But Sparks group never sent me an offer letter confirming my start date, time or where to report for work. They contacted me the following Monday saying I had not reported to work then today they sent me an email saying I had been terminated from the agency for pulling out of an assignment and not showing up for the job.I tried to contact them numerous times prior to find out when my start date was… never heard back from them..How is one supposed to report to a job without having the address, start date, or start time?Although the lady who I spoke her over the phone was nice, this situation was very unprofessional. They are not attentive and do not have good communication.I would not recommend this agency to anyone looking for employment. They seem to mostly only offer temporary positions for $17.25 an hour which really is not a living wage!Good riddance!

Frequently Asked Questions

What is an HR outsourcing agency?

An HR outsourcing agency is a third-party company that handles some or all of a business’ human resources functions. These agencies manage everything from payroll and benefits to compliance and employee relations.

Businesses typically hire an HR outsourcing agency so they can focus on higher-value initiatives such as talent development and organizational culture, maximize efficiency, and reduce overall expenses associated with maintaining an in-house HR department.

How can an HR outsourcing agency streamline people operations?

An HR outsourcing agency streamlines people operations by centralizing routine, complex functions pertaining to compliance management, payroll, and policy administration, into standardized workflows. These adjustments are intended to reduce error-prone manual interventions and ensure consistency across processes.

Through such specialized expertise and automation, organizations gain operational efficiency and better risk management, which supports workforce planning.

What kinds of organizations benefit most from HR outsourcing?

HR outsourcing tends to deliver the greatest value in organizations where operational complexity or growth outpaces internal capacity. Companies with distributed teams or heavy regulatory requirements also benefit from the precision and standardization an external HR partner provides, while also reducing compliance risk and administrative challenges.

Which HR outsourcing firms are top-rated on DesignRush in 2025?

The top-rated HR outsourcing firms on DesignRush in 2025 are:

  1. Insperity
  2. G&A Partners
  3. StaffScapes
  4. ExtensisHR
  5. Corban OneSource
  6. Infiniti HR
  7. Stratus.hr
  8. Focus HR
  9. VeroHR
  10. Symmetry HR Outsourcing

What core and specialized HR services do outsourcing agencies provide?

HR outsourcing providers provide the following core and specialized services:

  • Payroll processing
  • Benefits administration
  • Compliance management
  • HR analytics and reporting
  • Employee onboarding and offboarding
  • Recruitment and talent acquisition
  • Workers' compensation and risk management
  • Employer of Record (EOR) services
  • Learning and development programs
  • Employee relations and dispute resolution

How do I find the best HR outsourcing firm on DesignRush that fits my budget?

The cost of HR outsourcing services in 2025 is highly variable. While a general range of $45 to $1,500 per month is a common starting point for many businesses, this figure can vary depending on the scope of services provided, the company's size, the complexity of HR needs, and the level of expertise required.

To get a more accurate estimate, here is a price breakdown for various HR services:

  • Recruitment: Up to $8,000 for 100 candidates
  • Compliance management: $12,000 per year
  • Payroll: Up to $250 per employee
  • Compensation and benefits: Up to $165 per year
  • HR management software: Between $70 and $100 per month

How quickly can companies expect HR efficiency gains?

The timeline for realizing HR efficiency gains can vary significantly depending on the specific functions being outsourced and the complexity of the organization. Immediate improvements are often seen in transactional areas like payroll processing and benefits administration, where a specialized provider can instantly introduce standardized, automated processes.

For other benefits pertaining to talent acquisition or employee engagement, the positive impacts may be more gradual, unfolding over several months to a year as new systems and strategies are fully integrated and adopted.

What should you look for when choosing an HR outsourcing provider?

Here are a few important factors to consider when choosing an HR outsourcing provider:

  • High client retention rate, as this indicates strong satisfaction
  • Dedicated account management rather than call center support
  • Industry-specific experience in your sector
  • Staff certifications from SHRM or HRCI
  • Team members with ESAC accreditation or IRS Certified PEO status
  • 24/7 availability for urgent inquiries
  • Transparent pricing with no hidden fees
  • Clear error resolution procedures and liability coverage

What red flags should deter you from partnering with an HR outsourcing agency?

When selecting an HR outsourcing partner, certain warning signs can indicate misalignment or risk. Watch out for:

  • Opaque pricing, vague contracts, or missing insurance coverage
  • Reluctance to share references or explain service models
  • Pressure tactics, hidden subcontracting, or “too good to be true” offers
  • No clear service-level agreements or dispute resolution terms

What questions should you ask before engaging an HR outsourcing firm?

Here are some questions you should ask before engaging the services of an HR outsourcing firm:

  1. What specific HR services do you provide, and can I select them individually?
  2. How do you handle compliance in our industry and locations?
  3. What happens if you make errors in payroll, benefits, or compliance?
  4. What is your client retention rate, and can you provide 3-5 similar business references?
  5. What insurance coverage do you carry to protect our business?
  6. What is your complete pricing structure, including all fees?
  7. What are your contract terms and cancellation policies?
  8. How do you handle billing disputes or service credits?

How does HR outsourcing differ from traditional in-house HR or HR software solutions?

HR outsourcing differs from traditional in-house HR or HR software solutions by delegating a company's HR functions to an external provider, which offers specialized expertise and takes on legal liabilities.

While in-house HR relies on a company's own employees to manage all HR tasks, offering a more hands-on and culturally integrated approach, it often comes with higher fixed costs. HR software, conversely, is merely a tool that automates processes for an internal HR team that lacks the strategic guidance and human expertise that a full outsourcing partnership provides.

What platforms, compliance tools, and HRIS systems do leading HR outsourcing agencies use today?

Leading HR outsourcing agencies leverage a range of sophisticated platforms and systems to provide comprehensive services. For core HR functions, they often use robust Human Resources Information Systems (HRIS) like ADP, Workday, and Oracle HCM Cloud, which integrate payroll, benefits, and employee data management.

For global compliance, particularly with a distributed workforce, they utilize specialized platforms such as Deel, Rippling, and Oyster HR, which are designed to handle complex international regulations and payroll. These agencies also employ compliance-specific tools like ComplianceHR and NAVEX to track and align with federal, state, and local labor laws.
